In brief: Before using announced OneGov pricing in a bid, verify the actual buyer, ordering channel, written vendor entitlement and exact rate basis. Record who is billed, what the contract provides and which costs remain unresolved. Government eligibility alone does not establish the price available to a particular contractor account or transaction.
What the October 27, 2026 GSA OneGov Agreement Covers
On October 27, 2026, the U.S. General Services Administration (GSA) announced an expanded OneGov agreement with Anthropic offering discounted consumption-based pricing across Claude models available to government buyers (GSA News Release, Oct. 27, 2026). The announcement specifies three key terms:
- Consumption discount: A 40% discount on token-based consumption across available Claude models.
- No minimum commitment: Government buyers pay only for consumed tokens with no minimum order thresholds.
- Eligible purchasing entities: The agreement covers federal executive, legislative, and judicial agencies, as well as state, local, and tribal governments through direct, reseller, and cloud provider channels.
The agreement does not grant private contractors automatic access to government rates on their internal corporate accounts. Bidders who assume government rates without verifying contract terms risk substantial cost discrepancies on firm-fixed-price awards.
Verify the Buyer, Channel and Transaction Terms
The announcement describes participating government buyers and ordering channels. It does not settle the entitlement or price of every reseller, cloud account or contractor transaction. Start with the actual party placing the order, the party being billed and the specific product or model environment.
Collect the written contract terms and the vendor or reseller quote that applies to that route. If a route relies on government ordering authority, identify the actual authority and written evidence for that transaction. Do not assume every route uses FAR 51.1, or that a reference to an authority makes a particular vendor rate available.
For broader vehicle context, see federal contract vehicles. Use the actual acquisition format when finding instructions and evaluation criteria; our Section L/M guide explains one common format.
Ordering and Cost Verification Worksheet
Use this recommended worksheet to separate confirmed terms from open assumptions. It is not a government-mandated pricing scheme.
Swipe or use arrow keys to compare all columns.
| Item to establish | Evidence to record | Open cost or dependency to resolve |
|---|---|---|
| Actual buyer and billing party | The named ordering entity, account owner and invoiced party. | Does the proposed transaction qualify for the quoted terms? |
| Ordering channel | The direct, reseller or cloud channel and its written ordering terms. | Does the vendor confirm the offer applies through that channel? |
| Contract terms and furnished access | The actual terms identifying access, usage responsibility and any applicable authority. | Which integration, support, storage, network, overage or other costs remain with the contractor? Do not assume they are zero because credentials are furnished. |
| Exact rate basis | Model, environment, unit of measure, effective period, discounts and any conditions in the written quote. | Is the announced percentage based on the same rate basis as the estimate? |
| Unresolved assumptions | Each unconfirmed term, its owner and the date a decision is needed. | Seek clarification or carry a clearly disclosed estimate; do not silently price an unconfirmed entitlement as certain. |
Worked Illustration
Illustrative calculation: A team estimates $60,000 for model usage, but its only written quote is $100,000 for the proposed commercial account. The unresolved difference is $40,000. The team records what would establish the lower figure: the actual eligible buyer, ordering route, vendor entitlement and confirmed rate basis. It also checks support, integration and usage costs rather than assuming the model charge is the whole budget.
If the lower rate remains unconfirmed, the estimate does not present it as an available contractual price. The team either resolves the open terms or makes the cost assumption and exposure explicit in its pricing decision.
