Before transmitting a proposal, open the exact exported files that will leave your system and inspect every page, table, link, and attachment against the solicitation instructions. Under FAR 15.208(a) for negotiated acquisitions, offerors are responsible for submitting proposals to reach the designated government office by the specified time. A final-file inspection log catches export defects before delivery.
Why Inspecting the Source Document Is Not Enough
Review the exported file rather than assuming it matches the editing view. Check for reflowed page breaks, clipped spreadsheet columns, unsearchable scanned pages and broken cross-references.
Schedule inspection early enough to correct and re-check the package before the actual delivery deadline. When you first read Section L and Section M of a federal RFP, extract the exact file-naming, page-limit, and delivery rules into your inspection log so the person checking the final export has a concrete target for every volume.
Final-File Inspection Log Artifact
Use this log for the exact outgoing files. The following inspection cases are hypothetical; reviewer roles are assignments, not completed checks. If any file is edited and re-exported to fix a defect, treat the new export as an unverified file and re-check its page count, bookmarks, and table borders from page 1.
1. Technical PDF
- Collect / file and target:
Vol1_Tech_RevFinal.pdf: 25-page limit, searchable text, top-level bookmarks - Evidence in this hypothetical case: 26 pages; 4 bookmarks active. Page 19 figure pushed 6 lines onto page 26.
- Next action and owner: Adjust figure 4 without violating text/graphic readability; re-export (Desktop Lead).
- Assigned re-checker: Capture Manager
2. Past performance PDF
- Collect / file and target:
Vol2_PastPerf_RevFinal.pdf: 10-page limit, signed client letters - Evidence in this hypothetical case: 9 pages; scanned pages 7 to 9 failed text search.
- Next action and owner: Check before final signing; use authorized correction/re-signing if necessary (Coordinator).
- Assigned re-checker: Capture Manager
3. Price narrative PDF
- Collect / file and target:
Vol3_Price_RevFinal.pdf: readable landscape tables, reconciled totals - Evidence in this hypothetical case: 14 pages; Table B-2 column 8 was clipped on page 5.
- Next action and owner: Correct print area and orientation while preserving required font size (Pricing Lead).
- Assigned re-checker: Finance Reviewer
4. Native pricing workbook
- Collect / file and target:
Vol3_Pricing_Model.xlsx: native workbook, no external links in this hypothetical instruction - Evidence in this hypothetical case: 4 tabs; cell D14 linked to a local rate file.
- Next action and owner: Reconcile the dependency with workbook instructions; preserve required formulas and traceable source data (Pricing Lead).
- Assigned re-checker: Finance Reviewer
Checking Page Allocation and Upload Margin
Do not rely on word-processor status bars for page limits. Check the physical page count of the exported PDF in a standalone PDF viewer and reconcile how the solicitation counts covers, tables of contents, and appendices.
For example, suppose a solicitation's instructions set a 30-page limit for the technical volume and state that the cover page and table of contents do not count against that limit, while all appendices count:
- Total physical pages in exported
Vol1_Tech_RevFinal.pdf: 32 pages - Non-counted front matter: 1 cover page + 2 table of contents pages = 3 pages
- Counted technical and appendix pages: 32 total pages - 3 non-counted pages = 29 counted pages
- Remaining page margin: 30 allowed pages - 29 counted pages = 1 page below limit
For a limit explicitly defined as an aggregate raw-file size, use the raw file sizes measured on the same basis as that limit:
- Sum of 4 exported PDF volumes: 6.4 MB + 3.1 MB + 2.2 MB + 4.8 MB = 16.5 MB total package size
- If the actual rule is a 20.0 MB aggregate raw-file limit, 20.0 MB - 16.5 MB = 3.5 MB of raw-file allowance
Do not use that calculation for a whole-email or encoded-transmission cap. Encoding, message headers and other overhead affect that total. For such a route, inspect the actual complete outgoing message or encoded payload against the stated limit before transmitting.
Five Checks to Run on Every Staged File
- Open from a clean local directory: Use a clean review location permitted by your organization’s access and storage policies. If allowed, a second approved device or profile can expose broken local file links and missing embedded fonts. Keep confidential or regulated proposal material within its authorized handling environment.
- Test text searchability: Press
Ctrl+ForCmd+Fin each PDF and search for a distinctive word on both text pages and scanned form pages. If the solicitation asks for searchable files, resolve unsearchable pages before final signing where possible. Do not alter a digitally signed file without checking signature validity and following the authorized correction or re-signing process. - Click every bookmark and internal link: Click each PDF bookmark in the navigation pane to verify that it lands on the intended heading and that no deleted draft headings remain in the bookmark tree.
- Zoom to 200% on wide tables and graphics: Inspect callout labels, schedule bars, and the far-right columns of pricing or staffing tables to verify that no numbers were truncated or turned into
###symbols during export. - Confirm signature and form fields: Check the signature type the instructions require. Visual inspection can confirm that an image and typed fields are visible, but an image does not establish digital-signature validity. When a required digital signature applies, validate it with the appropriate document-signature mechanism after the final save and record the actual result; use the authorized correction/re-signing route if needed. Executing this step alongside your RFP alert to pursuit workflow keeps final production orderly instead of rushed.
